Fighting for Fairness: Central Bank of the Philippines (BSP) Notified of Unjust PayPal Account Closure

Janmark The Blue Dragon Art Services announces that the ongoing dispute regarding the unjustified termination of our business payment account has been formally escalated to national regulators.
Following the abrupt disablement of our PayPal account on December 24, 2025, and the erroneous application of a negative balance, we filed a formal complaint with the Bangko Sentral ng Pilipinas (BSP) Consumer Assistance Mechanism.
We are pleased to confirm that on January 8, 2026, the PayPal Office of Global Customer Complaints and Advocacy officially acknowledged receipt of this complaint. The matter has now been assigned to a Global Advocacy Specialist for a formal investigation under the following reference cases:

General Santos City, Philippines — Effective immediately, Janmark The Blue Dragon Art Services has permanently discontinued the use of PayPal as a payment gateway.
This difficult decision follows an abrupt and permanent disablement of our business account on December 24, 2025. Despite our strict adherence to freelancing regulations and a history of transparent transactions, the platform not only terminated our access without specific explanation but also applied an erroneous negative balance of 1,060.11 PHP to the account.
This action by the platform has effectively frozen legitimate commission funds and created an unjustified debt record, highlighting the volatility and risk that digital service providers face with PayPal. As a result, we can no longer trust this service to safeguard our funds or our clients' payments.
New Payment Procedures To ensure the security of all future transactions, we are transitioning to more reliable and freelancer-friendly financial platforms. We will now exclusively accept payments via:
Wise (Preferred for International Clients)
ACH Transfer
Local Bank Transfers
E-wallets (GCash/Maya)

I am writing to share an important update regarding how I handle commissions moving forward. As of December 24, 2025, Janmark The Blue Dragon Art Services has officially ceased all PayPal operations.
On Christmas Eve, I was informed that my account was permanently disabled, resulting in a significant hold on funds that were essential for my personal and family holiday plans. As a freelancer who operates legally and transparently, this sudden action by the platform—often stemming from the high-risk categorization of digital services—has made it clear that I can no longer rely on them as a business partner.
What this means for you: I remain fully committed to delivering high-quality art and music. However, to ensure our transactions are safe and not subject to sudden freezes, I will now strictly be using Wise, ACH transfers, and local bank/e-wallet options.
If you have an active commission or have recently sent a payment that you are concerned about, please message me immediately. We will work together to find a solution.
